Montefiore Planning Proposal update

The Department of Planning, Housing and Infrastructure has approved the Montefiore Planning Proposal to be placed on public exhibition. The Sydney North Planning Panel is appointed as the Planning Proposal Authority (PPA).

The planning proposal which seeks to amend the Hunters Hill Local Environment Plan (LEP) 2012 to accommodate additional density for seniors housing was issued Gateway Determination by the NSW Government in April 2024. As a condition of the Gateway Determination, Montefiore had to consult with the Rural Fire Service (RFS) and make any associated revisions to the Planning Proposal before it was placed on formal public exhibition. This consultation with the RFS has now been carried out. The Planning Proposal is on exhibition from Thursday 20 November 2025 to Friday, 23 January 2026.

This public exhibition invites the community to review the supporting documentation and provide feedback.

After the exhibition, Montefiore will review its plans and address all submissions. The Sydney North Planning Panel will consider all submissions and whether or not to approve the Planning Proposal, including whether to apply any amendments and/or conditions.

Should the Planning Proposal be approved, a Development Application would then need to be submitted.

Hunter's Hill Council rejected this Planning Proposal at its September 2023 Ordinary Council Meeting. The proponent, UrbisPty Ltd on behalf of the Sir Moses Montefiore Jewish Home, requested an independent planning panel evaluation. Council is therefore not overseeing the exhibition and consultation phase. Feedback relating to the Planning Proposal is managed by the PPA and the Department of Planning, Housing and Infrastructure as applicable.
