Strategic Planning Update July 2017

In early 2016, the State Government commenced a program to stream line the NSW planning system. As part of this program the Government committed to reviewing and updating where necessary all State Environmental Planning Policies and the Environmental Planning and Assessment Act 1979. The Council has provided a series of submissions on this work which are located on our webpage under Planning & Heritage/submissions.

Council’s latest submission made on 21 June 2017 relates to the Land Management Exhibition Package and State Environmental Planning Policy (Vegetation SEPP) Explanation of Intended Effect. The documents exhibited support the Government’s new Biodiversity Conservation Act 2016 and propose new systems for managing biodiversity and land clearing across NSW.

Preparation of the Greater Sydney Region Plan

The Greater Sydney Commission (GSC) is currently reviewing the overall strategic regional plan for metropolitan Sydney formally known as A Plan for Growing Sydney. In conjunction with the release of the draft district plans in November 2016 the GSC published a 40 year vision for Sydney aimed at enabling a more productive, liveable and sustainable city. This was called “Towards our Greater Sydney 2056” and is their draft update to A Plan for Growing Sydney.

Currently, the GSC is continuing to work with the community and peak body advisory panels to obtain ideas and feedback on their draft vision for Sydney. Further information can be found at:

Gladesville Shopping Village Planning Proposal

On the 28 June 2017 GSV Developments lodged an amended planning proposal for their Gladesville Shopping Village site. This amended proposal is required to respond to the 6 Gateway conditions provided by the Department of Planning on 16 January 2017. Condition two stipulates:

Prior to community consultation, the revised planning proposal is to be provided to the Department for review and approval for public exhibition.

The Department needs to be satisfied that the amended planning proposal has met all conditions of the Gateway and then the proposal can proceed to public exhibition. Council is currently liaising with the Department regarding their requirements. A copy of the Gateway Letter from the Department is available here. Council will continue to keep the community informed about this matter.

Amendment to Development Control Plan 2013 – Heritage Significance Statements
Work is currently underway to prepare Heritage Significance Statements for the C1, C2 and C3 Conservation areas (the peninsular, the Isler and Gladesville respectively). The statements will be incorporated into DCP 2013. The schedule for exhibition of this work has been revised and is now anticipated to be undertaken in November 2017.

Gladesville Commercial Centre – Action Plan for Public Domain Improvements
At the Council meeting of 24 July 2017, Council endorsed an Action Plan for improving the public domain in the commercial core in Gladesville. Under Council’s Section 94a Developer Contributions Plan 2014 funds were allocated for this work for expenditure 2017-2019.
